Ministry of National Education (MoNE), Turkey

The Ministry of National Education (MoNE) in Turkey manages one of the largest educational systems in Europe. Administrative legislation and supervision related to formal and non-formal education (except for higher education) are performed by Ministry of National Education.

Educational services at all levels are provided substantially (more than 90 %) by public education institutions, and for those institutions MoNE regulates the teacher employment and relocation and imposes the curriculum; timetables, textbooks used in the classroom, and explicitly use tests to monitor teaching practices in the classroom.

As an example of initiatives in the STEM area, MoNE’s current curriculum encourages lower secondary schools teachers of mathematics and science to collaborate and integrate their coursework with STEM education. MoNE also has a wide network of schools, relations with all of the stakeholders, and a sound network system includin local, regional and national authorities.

There are for example 81 Provincial Educational Authorities which include District Educational Authorities so it has the capacity for well-planned, coherent science and mathematics education within schools by supporting the development of local clusters for sharing advice and support on curriculum planning and subject leadership.

MONE has the impact to work on collaborations between specialist science and engineering schools to deliver outstanding science and engineering education; to share expertise in the planning and delivery of STEM education in schools.


Assoc. Prof.

He was born in 1957 in Ankara. He graduated from Middle East Technical University (METU), Mechanical Engineering Department. Completing his master degree in Hacettepe University Department of Wood Products Industrial Engineering, he was awarded with a doctorate degree from Gazi University Faculty of Technical Education. He became an associate professor in 2011.

He served as the Vice President of KOSGEB (Small and Medium Scale Enterprises Development and Support Administration). Later, he worked in TTGV (Technology Development Foundation of Turkey), Erciyes Technopark and lectured in Kastamonu University and METU. Since 2013 he is in the Ministry of National Education (MONE), first as an advisor to the Minister, currently the Deputy Undersecretary.


She was born in Adana in 1970. She graduated from Hacettepe University, Department of Translation and Interpretation. She worked in private sector (Medical and Law Enforcement Suppliers/Exporters) for 8 years. She worked as an English Teacher between 1998-2001 and skipped to the central organization of MONE in 2001. She worked in the Directorate General for EU and Foreign Relations as an expert for 10 years. She completed Ankara University European Research Center’s training programs on International Relations, EU (policies), EC Law and Negotiation Techniques.

Besides carrying out many tasks as being the National Coordinator, she represented Ministry of National Education on topics of ICT, Teacher Training, Civic Education and Vocational and Technical Education in many international areas. She worked as an expert in Directorate for Vocational and Technical Education between 2012-2016. She has high skills of coordination among different institutions in Turkey and working in international environments. Since 2017 January she is in the team of Assoc. Prof. Mustafa Hilmi Çolakoğlu.
